The fact that the constitutions and legislations of the different countries guarantee the citizen to exercise political rights and freedoms, which includes membership in political parties, has had a clear impact on the ground, and as a result of that, it is natural to say that the public employee, as a citizen, is entitled to exercise these rights and political freedoms, including his right to belong to political parties.

What is being raised about this right? Does all the legislation guarantee the employee's right to belong to political parties? Are all legislations equal in granting him this right, or are there some legislations that restricted or prevented this right? Are these legislations that guaranteed this right to guarantee it to all employees, or did they define it for a certain group and prevented it from the other? In this research we dealt with one topic with three demands, the first of which we dealt with his right to belong to political parties in France, as for the other two demands, his right to belong to political parties in both Egypt and Iraq, each in an independent request, and through it we reached some of the results and proposals.
