In many cases, the Moroccan judiciary has entrusted disputes of an administrative nature to the ordinary judiciary, so the legislator has no choice but to search in the legal texts for remedial ways to reduce the problem of conflict of specific jurisdiction between ordinary courts and administrative courts.

Therefore, some technical solutions were put in the hands of the parties to the dispute request and the court before the dispute, in order to bypass the conflict obstacle.
