Abstract EN

This paper entitled “The Fourth Arab Summit in Khartoum August - September 1967 a historical study in causes and outcomes”, The paper aimed to shed light on the reasons that led to the holding of the conference, which was the outbreak of the June 1967 war between Israel and the Arabs, and whose direct cause was Egypt>s demand By withdrawing the United Nations international emergency forces from the Sinai and closing the Strait of Tiran to shipping, which Israel considered a declaration of war on it.

The paper also aimed to study what roles the Arabs played to confront defeat through diplomatic moves, especially the role of Sudan and its attempts to gather the Arab ranks and adopt it for the idea of an Arab summit conference, in addition to the effort he made to purify the Arab atmosphere.

The paper also discussed the most important results of the conference, which were to ward off the effects of the aggression politically and economically, namely that there is no peace, negotiation, or recognition of Israel, while providing financial aid and assistance to countries directly affected by the war.

The paper is based on the premise that the Fourth Arab Summit Conference, held in Khartoum, did it achieve the goals for which it did or did not, based on the results of the conference, and the paper used the method of historical research that is based on presenting facts, narrating and analyzing them.

The paper concluded with several results, the most important of which is that Sudan’s success in holding the conference and its graduation with strong recommendations drew the attention of Israel to it, which led it to provide assistance to the rebel movements in southern Sudan before its secession, and to the movements of Darfur now, the conference’s lack of a strategic vision to solve the Arab-Israeli conflict, The conference demonstrated the weakness of the Arab League and its mechanisms and structures in its interaction with events at the time and follow-up to the recommendations of the conference.

One of the most important recommendations that came out of the paper was to activate the role of the Arab League and its structure in a way that enables it to fully perform its tasks, while setting a unified Arab strategy to deal with Israel addressing the origin The problem and works to find a fair solution to the problem.
