The quality of citizenship in a country is affected by political maturity and civilization progress.

The concept of citizenship also deals with many problems of the contemporary state, such as identity, belonging, rights, duties, marginalization, conflicts, social solidarity and economic development.

This paper attempts to research the concept of citizenship in the Islamic perspective and raises a set of questions, including: What is the concept of citizenship? What are its dimensions and foundations? How did this concept develop historically? What are the results of its application in contemporary systems? What is the place of the homeland in Islam? How did the constitution of the first state of Islam deal with this concept? What are the most important rights and duties of a citizen in light of the Book and Sunnah? And that is through an original approach based on restoring the concept of citizenship to Western origins First, to delve into it and criticize it, then return the concept of citizenship to Islamic principles.

And it came out with the most important results: 1.

Citizenship in its modern concept is a Western idea of origin, as it appeared in the West in the seventeenth century AD and crystallized in the following three centuries.

Until it became one of the basic concepts in liberal thought and later spread throughout the world until it became a global concept difficult to overcome.

Western thought, which adopted the concept of citizenship in its contemporary form and promoted it theoretically, failed to achieve it in practice.

Loving one’s country is one of the innate matters that Islam sanctioned and then worked to cultivate and employ in the framework of its supreme message at home.

Belonging to the homeland in Islam represents a form of the group whose teachings came to strengthen and affirm them according to Sharia controls and established boundaries.
