In the process of the new orientation of the algérian state, which is based on the distribution of powers between the central authorities and the decentralized bodies-the wilaya and the municipality- many of these powers have benn favored, including in the field of urban development, which defines several imbalances due to lot of factors that have fused that have produced a space which requires it to be subject to planning and structuring and, due to the algerian legislator and his efforts to achieve efficiency in the urban development policy, the urban development tools were re-established with a modern one for urban planning, which is a plan to occupy lands that embodies at the local level a manifestation of consultation, and transparency by involving allactors in running the living envi-ronment of the citizen to reach a harmonious and balanced space that takes into account the inter-ests og individuals and makes it a legal mechanism to protect the envionnment and periphery.
