The higher education and scientific research sector is facing a variety of challenges as technology develops.

this development has led to the contemplation of education policy and management in the university environment, both internal and external.

thanks to its advanced technical characteristics, modern technologies have been able to move beyond its traditional role, and digital technologies have become the infrastructure of contemporary societies.

as artificial intelligence has changed the social model, the digital technology has changed the educational model.

as an educational institution, the university occupies a privileged position in society, with a responsibility to form generations in line with the requirements of the situation and draws attention to how to take advantage of technology and integrate it as a realistic imperative- in university life.

but, what is the methodology and policy used to upgrade the university's level and improve the quality of higher education by international standards, especially since traditional methodologies and digital technology require specialists and a change in inherited pedagogical thinking? do the university have to change radically through digital education or must adapt inevitably through education to digitization?
