is considered as one of the most modern and effective management methods that have received the intention of many educational institutions and higher education in particular to improve the quality of higher education in order to meet the needs of the labor market in terms of quality and efficiency.

The success of applying of this method in higher education institutions depends mainly on organizational culture that plays a vital and strategic role in promoting the implementation of the principles and requirements of TQM in higher education institutions.

It is not logical to start applying this method in a regulatory culture that does not have the potential for success.

In this reason this article aims to examine the ways in which organizational culture can contribute to the adoption of TQM in higher education institution.
