The end of the 20th century was marked by the emphasis on the internationalization of firms.

To supervise and accompany this phenomenon a World Trade Organization was born in April 1994.

Firms delocalize more their activities towards countries where production costs are weak and a strong productivity.

This was often accompanied by outsourcing of innovation activity and of technology much sought after by host countries.

To answer has these requirements, countries are called to redefine their economic strategies, and it is in this context that the politics of clusters was born.

In this article we treat how Clusters facilitate receiving foreign businesses – notably having innovative activity? What are the relationships between Clusters of different countries, encouraging directly or indirectly the outsourcing?
