This study aims to shed light on the first African cultural festival held in Algeria, which took place in the last ten days of July 1969, which is the first cultural gathering and event to be held between the newly independent African countries, in which forty countries and the leaders of several major liberation movements participated in it.

The most prominent of which is the African National Congress (A.N.C), the representative of the national liberation movement in South Africa, and influential figures in the global political and cultural arena, as the focus was on the cultural aspect as long as culture and thought are the measure of the liberation and progress of each country.

Besides, the festival has sparked an international debate on the relations of cultural dependency, And the need to support the peoples who are still colonial, on top of which is the liberation of the South African people from colonialism and apartheid.
