This research paper aims to be exposed to the issue of rehabilitation, and we focused on the vocational qualification of people with special needs because it is one of the most important areas of social welfare, and the ultimate goal and the final product of the vocational rehabilitation programme is to reintegrate the person through entry or re-entry into economic life in a work commensurate with his or her abilities and the rest and use his skills best, thereby achieving positive social and psychological effects and making him involved in the process of economic and social development of his country.
