Various successive international events have proven the deterioration and decline of the role of the UN Security Council, and its ineffectiveness in maintaining international peace and security, which made many countries demand the development of the United Nations in general, especially the UN Security Council, whether in terms of composition or competence, and thus we find that this study The research made it necessary for us to clarify the reasons for weakness and regression, by looking at the evolution of the role of the United Nations General Assembly, represented by the Secretary-General, and the International Court of Justice as the main judicial organ of the United Nations.

This, and we find that the issue of reforming the UN Security Council at the present time will be one of the most difficult issues, especially when dealing with it from a practical point of view, and this is because the principle of expanding the UN Security Council, if it is acceptable at the present time, will inevitably raise many questions that must be addressed.
