The exercise of local citizenship at the practical level requires the existence of an integrated legal and regulatory system in order to frame the tools that ensure the strengthening of the role of the citizen as a primary partner in drawing up public policies within the scope of elected local bodies and councils, as this study aims to diagnose the most important challenges and obstacles that prevent the achievement of a comprehensive exercise of citizenship rights on the municipal district level, and following the analytical and descriptive approach, we reached results, the most important of which is that the legal reality of municipalities in Algeria still reflects a number of challenges at the structural and functional level, as the quality of local governance and democratic citizenship within its framework is still far from activating the relevant constitutional foundations and principles.

the situation had a great impact on increasing citizens 'doubts about the real influence they had in the decision making process and in the municipalities' ability to respond to their renewed needs, which negatively affected their performance of basic duties and the degree of popular mobilization in local electoral elections.
