لقد جاء القانون رقم (12-06) المتعلق بالجمعيات، الذي ألغى القانون رقم (90-31)، بالعديد من الإصلاحات القانونية في مجال حرية العمل الجمعوي في الجزائر، وذلك لمواكبة التطورات المحلية والإقليمية، وللتبسيط من إجراءات إنشاء الجمعيات ولتسهيل عملها، من خلال إخضاعها لتنظيم إداري يمكنها من سير عملها وتحديد مصادر تمويل لها نظرا لأهمية الجانب المالي، باعتباره عاملا أساسيا لاستمرارية العمل الجمعوي، وللإصلاح والتغيير الذي كان مطلوب سياسيا واجتماعيا وثقافيا تجسيدا للديمقراطية، إلا أن الممارسة الميدانية بينت أن هذا القانون يعتريه العديد من النقائص مما انعكس سلبا على هذه الحرية.

(12-06) that repealed law no.
(90-31) has introduced many legal reforms in the field of freedom of association work in Algeria, in order to keep pace with local and regional developments, and to simplify the procedures for establishing associations and to facilitate their work by subjecting them to an administrative organization that enables them to conduct their work and to identify sources of financing for them due to the importance of the financial aspect as a fundamental factor for the continuity of association work, however, field practice has shown that this law suffers from many deficiencies, which have negatively affected this freedom.
