Competition imposes on the educational and training system the adoption of an effective strategy in management, which achieves comprehensive quality and qualitative excellence to ensure continuity and survival in light of rapid changes, and thus seeks to build and develop the knowledge and practical capabilities of its recipients to raise their efficiency in preparation for entering the labor market and contributing to development efforts.

total quality management is a management philosophy based on exploiting the capabilities available to educational and training institutions at their various stages in order to continuously improve their performance.

it also led to improving performance by reducing costs, reducing defects, improving the quality of outputs...

this success that it achieved prompted the educational and training systems to adopt the philosophy of total quality management, which allowed them to achieve good results, and this was a motivation for many educational systems and formative in various countries to adopt this philosophy to improve the effectiveness of its outputs, which is the active force in the economic, social, cultural and political fields.

perhaps the results reached in the success of the philosophy of total quality management are the availability of a number of conditions, the most important of which is the need for all partners in the educational and training system to realize the importance of this philosophy in developing management methods and improving performance, and then seeking to adopt it as a method of management.

the fulfillment of this main condition will to a large extent guarantee success in the application of total quality management, as it is sufficient after that to provide other requirements and work in a team spirit to overcome the difficulties facing the application of this philosophy.
