Abstract EN

This research aims to identify the role of Al-Mala council in organizing the affairs of Mecca government, and the impact of this organization on the Meccan society politically and economically and its role in increasing the importance of Mecca locally, regionally, and internationally.

The research adopted the descriptive analytical approach with reference to the theory of the "cycle of civilizations".

It has been divided into an introduction, a preamble and four sections, which give a brief overview of Qusay Bin Kilab and his sovereignty over Mecca, the establishment of the House of Al-Nadwa and the formation of the Parliament, the conditions for joining the Parliament, and the role of Al-Mala council in organizing the affairs of the government of Makkah.

The research concludes that every civilization has a continuous cycle, starting with the stages of growth and advancement until it reaches prosperity and maturity, then it takes a path towards decline or weakness, and then returns in a new cycle with the presence of achievements and failures that characterize each stage.
