It was necessary for the state to create a judicial system that separates disputes between people according to provisions, decisions and orders.

However, the application of the legal rule referred to above does not stop at this point, but what the judiciary issues in practice should be applied, that is, its implementation, and this will only be in accordance with the provisions defined by the legislator, hence the importance of implementation and the necessity to respect its procedures, but in reality we find that the conflict between Individuals extend even to the stage of execution and do not stop as presumed when deciding it according to a final ruling that holds the power of the thing in it, and here it appears what are known as disputes of implementation that jurisprudence defines as allegations before the judiciary related to the implementation of its procedures where if they were correct they affected it.
