English Abstract

The thesis studying the gap in the majority of energy frameworks through which buildings are evaluated, as most of these frameworks study the criteria for smart buildings without consider the standards of the cities itself.

One of these energy framework, known as ICT-Framework been studied to fill the gap and link the domains of buildings with the domains of the cities in which these buildings are located.

A case study was taken for a building in Lithuania in the city of Vilnius and a survey study to assess energy performance in Jordanian buildings, by a questionnaire that includes the main axes of the ICT-Framework.

The results of the analysis for ARFA building that the ARFA building obtained an evaluation result of 77.5%, as the results showed the great development in smart energy and smart environment section’s, on the contrary, in smart data field due to the absence of data management technology in the building.

The results of the study case on buildings in Jordan, showed that 30% of the participants do not use insulation systems, and 43% of them use traditional windows, this means an increase in the rates of heat transfer, 61% of the homes use LED systems for lighting, This is a good indication, but 81% of them still use traditional lightings system control, this means the absence of modern technology such as sensors that would control lighting systems when not in use.

The majority of 51% of population heard of smart building technology techniques, but they do not realize their importance, this means the absence of the role of energy associations and the government in the awareness process of the need for modern technology in buildings, which means the need to activate the energy auditing program for buildings in Jordan.
