New plant varieties are an important factor in increasing agricultural production, giving their owner the right to exclusive investment, which collides with legal restrictions imposed on them in order to cope with their arbitrary exploitation of their innovation by balancing their interest in achieving material gains, with the interest of society in promoting agricultural activities by providing affordable protected vegetarian items that limit their monopoly, based on certain procedures by granting licenses in the public interest.
