Arabic Abstract

هدفت هذه الدراسة إلى التعرف على أثر بناء القدرات المؤسسية على فاعلية مراحل إدارة الأزمات لدى الجامعات الحكومية الأردنية في إقليم الجنوب.

اعتمدت الدراسة على المنهج الوصفي التحليلي، و تكون مجتمع الدراسة من (90) عنصراً من رؤساء الجامعات و العمداء و أعضاء لجان الطوارئ في الجامعات المبحوثة، و قد قامت الدراسة بمسح شامل لجميع عناصر مجتمع الدراسة، و استخدمت عدداً من الأساليب الإحصائية للإجابة عن أسئلة الدراسة و اختبار فرضياتها باستخدام الرزمة الإحصائية (20-SPSS-Version) ، و قد تم تطوير استبانة كأداة لجمع البيانات من مفردات مجتمع الدراسة.

من أهم النتائج التي توصلت إليها الدراسة هو أن أبعاد القدرات المؤسسية القدرات البشرية و القدرات المالية، و القدرات التكنولوجية كان لها أثر على فاعلية مراحل إدارة الأزمات، و قد فسرت مجتمعة ما مقداره (662.5%) من التباين الكلي في متغير مراحل إدارة الأزمات.

و إن مستوى تصورات أفراد مجتمع الدراسة نحو أبعاد القدرات المؤسسية جاء مرتفعاً، و أن مستوى تصورات أفراد مجتمع الدراسة نحو أبعاد فاعلية مراحل إدارة الأزمات جاء مرتفعاً.

و توصي الدراسة بضرورة المحافظة على هذه القدرات وبالتنسيق مع الجامعات و وزارة التعليم العالي للحفاظ على هذه النتائج و تحسينها و ملائمتها مع تغيرات البيئة الداخلية و الخارجية التي قد تتعرض لها الجامعات في المستقبل.

English Abstract

This study aimed at identifying the impact of the institutional abilities on the effectiveness of crisis management stages in the public Jordanian Universities in the Southern Region.

The study used the analytical descriptive approach.

The study population consisted of (90) respondents, represented by universities presidents, faculties deans and members of emergency committees in the targeted universities, where a comprehensive survey was conducted to all the study population respondents.

Statistical methods were used to answer the study questions and hypotheses based on (SPSS-Version-20).

A questionnaire was developed as the study instrument to collect data from the study population individuals.

The results showed that the dimensions of institutional abilities (human abilities, financial abilities, technological abilities) had an impact on the effectiveness of crisis management stages, where these dimensions accounted for (62.5%) of total variance in the variable of crisis management.

The results revealed that the conceptualizations of the study population respondents towards the dimensions of institutional abilities were high and that the conceptualizations of the study population respondents towards the dimensions of the effectiveness of crisis management stages were also high.

The study recommended the necessity of maintaining these abilities as well as coordinating with the universities and ministry of Higher education to maintain these results, improve them and adjust them with the changes in the internal and external environment that Universities may be exposed to in the future.
