It is the presence of scholars in the Islamic community that gives life its ease, freshness and beauty, and with their presence there is purity and purity, and on the contrary, there is estrangement among people.

Malik ibn Anas, may God bless him and grant him peace, says: If you say the scholars, then the people will appear stout.

And estrangement: rudeness and severity of impression, obscenity in word and deed, so the estrangement that accompanies the temptation if it appears in Islamic circles, it appears because of the lack of scholars, so the saying is cheap, mutual accusation, backbiting, mistrust, and other descriptions of estrangement.

Whereas the scholars had this important position and prominent role in the lives of people, and their fatwas had a great impact on everything that occurred on the nation's arena, in the past and in the recent times, I wanted in this research: The ruling on fatwas as a form of expression of political opinion)To stand on the definition of the fatwa, its importance and its role in life in general on the one hand, and as a form of expression of opinion on the other hand, as in the following two requirements: The first requirement: Defining the fatwa, its importance, and the attributes of the Mufti.

The second requirement: Ruling on fatwa as a form of expression of opinion.
