Yemen inherently scarce water resources, and is currently facing a crisis, as a result of population growth, increasing demand.

Yemen has recognized the importance of water - as one of the elements of the environment - the legislature decided in Article 35th of the Constitution that the protection of the environment the responsibility of the state and society, a religious and national duty of every citizen.

33 of 2002.
