Abstract EN

The Jordanian constitution of 1952 adopted the principle established in parliamentary systems that the king is inviolable and does not bear subordination and responsibility, and in accordance with the provisions of the constitution, the king exercises multiple competencies.

In this research, we presented the constitutional prerogatives of the king, which he exercises with clear discretionary power and with an adjacent ministerial signature.

In this regard, the king wields broad authority to interpret constitutional texts.

The king also exercises competencies jointly with the three authorities in the state, in normal or exceptional circumstances, by royal will and with an adjacent ministerial signature.

However, according to the provisions of the constitution, the king exercises powers, some of which are exempt by their nature from the ministerial signature rule, and others have been stipulated under the 2016 constitutional amendments, as they were exempted from the adjacent ministerial signature rule without specifying the official bodies that bear responsibility for it.

Hence, the effects of these amendments becomes apparent, which led to distorting the content of ministerial responsibility and mutual oversight between the three authorities in the state.
