Abstract AR
إن الجزائر ككل الدول النامية شهدت ارتفاعا مضطردا في معدلات الهجرة بشكل عام و هجرة الأدمغة بالخصوص، وعليه تهدف هذه الورقة البحثية للبحث في واقع هجرة الأدمغة في الجزائر و كذا تحديد انعكاساتها السلبية لما تشكله من إهدار للطاقات البشرية، و من ثم ينبغي على الدولة تبني سياسات شبانية تحاول استقطابها من خلال تفعيل آليات التمكين الشباني في الجزائر.
وعليه فقد توصلت الدراسة إلى أن متطلبات تبني سياسات شبانية فاعلة تستدعي أساسا البحث في محددات هذا النمط من الهجرة، و هو ما يساهم في تجسيد استراتيجية تنموية تعزز من القدرات الاستقطابية للطاقات البشرية ذات الكفاءة العالية، عبر إدماجها وطنيا ضمن سياسات تنموية محكمة تراعي تحسين الظروف الداخلية و هو ما يعزز من القدرات الاستقطابية للطاقات الشبانية
Abstract EN
Algeria, like all developing countries, has seen a rise in brain drain.
Therefore, this is what this study research at as well as determine its negative repercussions as a waste of human competencies, and then the state should adopt youth policies trying to attract it.
By activating the mechanisms of empowerment youth in Algeria.
Accordingly, the study concluded that the adopting of effective youth policies require research in the determinants of the brain drain, by a development strategy of highly efficient human energies, and the improvement of internal conditions.
This enhances the polarizing capabilities of the youthful energies

L'Algérie, comme tous les pays en développement, a connu une augmentation de la fuite des cerveaux.
C'est ce sur quoi cette étude recherche et détermine ses répercussions négatives en tant que gaspillage des compétences humaines, puis l'État devrait adopter des politiques de jeunesse en essayant de l'attirer.
En activant les mécanismes d'autonomisation des jeunes en Algérie.
En conséquence, l'étude a conclu que l'adoption de politiques de jeunesse efficaces nécessite une recherche sur les déterminants de la fuite des cerveaux, par une stratégie de développement des énergies humaines très efficaces, et l'amélioration des conditions internes.
Cela améliore les capacités polarisantes des énergies juvéniles.
