Development is one of the most important goals that countries want to achieve, and with the great technological and scientific development, development is no longer sufficient alone, as the concept is reformulated, in line with these developments.

humanity or materialism is a goal under the world-dominated capitalist system, which has made private companies an essential partner for the state in development.

with the specificity that characterizes each country, we find the multiplicity of experiences and models for development, and among the prominent experiences, we find the Rwandan experience in Africa.

the experience relied on political reform and local development initiatives, where indicators of good governance has been adopted in order to consolidate political stability and ensure the continuity of economic development and social, which was achieved after the genocide war between the Hutu and Tutsi tribes in 1994.

from this point of view, this research paper attempts to highlight the foundations of the Rwandan experience in the governance of development, the successes it achieved, and what obstacles it faced.
