The law 10 / 03, is a modern regulation for the state's exploitation of its lands destined for investment that defines the conditions and modalities for the exploitation of agricultural lands belonging to the state's private property, whereby the state, as a concessionaire, granted the agricultural investor the right to exploit its agricultural lands.

this regulation carried a new pattern in the exploitation of agricultural investors, including it is known as the concession contract as an alternative to the permanent usufruct, and given the specificity and sensitivity of this land, the Algerian legislator first has protection and special care.

to achieve this, protection is also represented in its remedial aspect in the judicial aspect, which aims to deter everything that hinders the exploitation process, whether it is an attack on the right of the concessionaire or on the invested agricultural property itself.
