The issue of participatory democracy has received great interest among constitutional law researchers as it is an important topic, especially since the majority of the world's constitutions seek to enshrine the principle of citizens' participation as a mechanism to advance their rights.

most of the political systems call for the necessity of bringing the citizen closer to the administration by achieving administrative transparency and eliminating the bureaucratic style and making him an excellent participant and actor in decision-making.

however, it is evident from reading the legal texts and from the field experience, that there are obstacles that restrict the citizen's participation in decision-making.

among these difficulties are those mentioned in the constitution and in the legal and organizational texts, and those obstacles that can be adapted to illegality as well as administrative complexity and other problems in the application of the practice of the principle of participatory democracy.
