Entrepreneurship is a relatively recent phenomenon, receiving considerable attention from academics, decision makers and individuals, because of its roles and implications for economy and life.

In order to understand this phenomenon, it is essential to define and understand its environment through analysis and diagnosis, so that we can support it and make use of it.

We have concluded that the external environment of entrepreneurship at the state level is similar to that of business, but that it is characterized by its constant link to innovation, risk and proactive, as well as by the existence of the framework requirements for entrepreneurship, individual specifications and social values, which vary by state and time and therefore require constant external diagnosis.
