نهدف من خلال هذا البحث إلى الكشف عن العوامل المؤثرة في التحول الناجح للبنوك الجزائرية إلى التمويل الإسلامي من خلال نوافذ التمويل الإسلامي، و بالأخص الصندوق الوطني للتوفير و الاحتياط CNEP Bank، و ذلك من خلال دراسة ميدانية لعينة من 130 مصرفيا موظفين بالصندوق للإجابة على استبيان، و تمت معالجة بياناته بواسطة برنامج SPSS، أشارت النتائج المتوصل إليها إلى أن القوانين و اللوائح المصرفية الداعمة، و توافر سوق رأس المال الإسلامي و الموارد البشرية المؤهلة هي أهم العوامل المؤثرة على التحول الناجح للبنك CNEP إلى التمويل إسلامي.
و نقترح أن تدعم الحكومة و المؤسسات المالية التحول إلى التمويل الإسلامي من خلال تطوير التشريعات و اللوائح المناسبة، و البنية التحتية الداعمة.
Abstract EN
The main purpose of conducting this research was to investigate the factors affecting successful converting to the Islamic finance through the Islamic finance windows in Algeria, in particular in the national savings and reserve fund CNEP / BANK, to attain the objectives of this research, we proceeded by a quantitative study of a sample of 130 bankers responding to a questionnaire of 24 items divided by five axes, the data of which are processed by SPSS.
the findings indicated that supportive banking law and regulation, availability of an Islamic capital market and qualified human resources significantly and negatively influenced the successful converting of CNEP / BANK to the Islamic finance through the Islamic finance windows.
it is suggested that the government and financial institutions should support convertion to the Islamic finance by develop proper legislation and regulation, as well as the supporting infrastructure, including the necessary skill set.
