Arabic Abstract

في السنوات القليلة الماضية، نمت الحوسبة السحابية بشكل متزايد، الأمر الذي يجعلها خيارًا قابلاً للتطبيق من قبل صناع القرار ذوي التقنية العالية.

ومع ذلك، فإن ما يواجه الحكومة الإلكترونية هو الخوف من ترحيل التطبيقات الإلكترونية إلى منصات الحوسبة السحابية خوفا من عدم الثقة من جودة الأداء وضعف الأمن، و قد سعت هذه الفرضية إلى دراسة العوامل التي تؤثر على اعتماد الحوسبة السحابية في الحكومة الإلكترونية الأردنية، و شملت الدراسة استطلاعا لتقييم العوامل الحاسمة في استخدام الحوسبة السحابية في الحكومة الإلكترونية الأردنية.

و قد أجريت هذه المنهجية بتوزيع الاستبيان على الموظفين في بعض الوزارات الأردنية (وزارة الاقتصاد و القيادة الرقمية و وزارة العمل، و وزارة الصناعة و التجارة، و وزارة التعليم العالي)، لتحديد الجدوى من التحول إلى الحوسبة السحابية من خلال الدراسات السابقة، تم أخذ مجموعة من العوامل و دراستها و تحليل النتائج للتنبؤ بالعوامل الحاسمة في اعتماد الحوسبة السحابية في الحكومة الإلكترونية الأردنية.

و قد أظهرت نتائج دراسة اعتماد الحوسبة السحابية في الحكومة الإلكترونية الأردنية، اكتشاف العديد من العوامل التي تؤثر على قرار الحوسبة السحابية، من بينها التوافق دعم الإدارة العليا).

علاوة على ذلك، ظهرت الفوائد المالية كأهم الفوائد المتصورة و التنظيم الحكومي (التعقيد و الأمن) هي أهم المخاطر التي تعتبرها الإدارة العليا.

English Abstract

In the past few years, cloud computing has grown increasingly, making it a viable option for high-tech decision makers.

However, what is facing the e-government projects is the fear of migrating electronic applications to cloud platforms for fear of mistrust in the quality of performance and poor security, this thesis sought to study the factors affecting cloud computing adoption in the Jordanian e-government, the study included a survey to evaluate the decisive factors in the use of cloud computing in Jordanian e-government.

This methodology was conducted by distributing the questionnaire to staff some Jordanian ministries (Ministry of Digital Economy and Leadership, Ministry of Labor, Ministry of Industry and Trade, Ministry of Higher Education), to determine the viability of migration to cloud computing.

Through previous studies, a range of factors were taken, studied and results analyzed to predict the critical factors in cloud computing adoption in Jordanian e-government.

The results of the study of the adoption of cloud computing in the Jordanian e-government have been shown, several factors influencing the cloud-computing decision have been detected, amongst them the (compatibility, top management support).

Furthermore the financial benefits came up as the most important perceived benefit and government regulation.
