This research paper aims to try to shed light on some organizational values and their contribution to inculcating a culture of total quality for the employees of the university center in Melilla, by asking the following question: do you practice organizational values that contribute to the consolidation of the total quality culture for the employees of the university center administration in Melilla? to answer this question, the questionnaire was used as a tool to collect data, as we relied on the descriptive approach and applied the comprehensive survey method, and we found that university center employees inclined to practice and to a few degrees organizational values (values of management going, tasks of managing tasks, values of human relations, values of environmental management) contribute to the consolidation of a culture of total quality of higher education.
