This age is characterized by changes resulting from technological advances and information technolog, so it became necessary to keep up with the educational system for these changes higher education institutions have moved to rdically change the quality of education and the roles of both teachers and students, that is moving them from taditional to e-learning inevitable and justified mechanism, but he knew several obstacles in its application that prevented it from achieving its objectives.

this study aims to show the importance of e-learning as a successful means of developing educational attainment, but to ensure its effectiveness a suitable environment must be provied it has the necessary material and human potential ,in addition to trying ti overcome various obstacles by planning for infrastructure development and benefit from successful experiences in this field and makes teachers and students feel thr need to adapt to technological development and training in new technologies.
