The study aimed to show the international efforts that have been made to enable victims of international crimes to fulfill their rights, which were embodied in a set of guarantees embodied and approved by international criminal law for their benefit, whether at the level of jurisdiction or procedures, as well as explaining the challenges and obstacles encountered in this endeavor, and the main hypothesis of the study came whether it guaranteed international criminal law victims of international crimes fulfill their rights? the study was used in view of the complexity of issues related to fulfilling the rights of victims of international crimes, which relate to areas of jurisdiction and procedures, the history curriculum, the descriptive, and the comparative approach.

the study reached the most important results : despite the universality of criminal laws, criminal violations are still flagrant.

the policy of double standards made it difficult to enforce laws against violators of international crimes.

most of the national legislation believes in the right of victims of international crimes to resort to the national judiciary, and neglects the rights of victims of international crimes before the international criminal courts.

the most important recommendations were : the international community should lay down foundations and laws to ensure that the perpetrators of these violations are punished.

the united nations and the criminal court should not discriminate in criminal accountability.

reconsidering the old laws and updating them with the requirements of the current era.
