The proper sense to adopt an effective policy that considers the universality of criminalization is the necessity of including international treaties related to the crimes most dangerous to the international community in the national legal system to be a part of this system.

The embodiment of the treaty in the form of a law strengthens legitimacy and facilitates the task of the national criminal judiciary in implementation.

The internal legal systems vary in their positions according to what is determined by the constitution of each country separately.

The Iraqi constitution is one of the non-international constitutions that requires the enforcement of international treaties in the territory of the state and its application within its judicial system, that the national legislator adopt those international treaties ratified by issuing them with special national legislation, and then they become part of internal legal rules applicable to the addressees.
