The inability of the Arab state to transcend the historical roots of its establishment has impeded the project of building a national meeting between groups and subsidiary loyalties that were guaranteed by the entity of the state, and in view of this failure to organize the necessary rules for political and social conflict and open violent waves of continuous conflicts and the escalation of violence and the promise of political stability against weak and expressive policies concerning factional interests away from representing the dominant and isolated groups of society, the state was not able to play a positive central role in preventing civil tendencies, but rather nourished it entity ally and institutionally with the practices of power based on a sectarian civil base.
