تهدف هذه الورقة البحثية إلى إبراز دور الحوكمة المحلية في تحقيق و تعزيز التنمية المحلية المستقلة، و ذلك من خلال آليات المشاركة خاصة في ظل تراجع دور الدولة في الوقت الذي بدأ فيه الحكم المحلي يظهر كمستوى للتنظيم الجيد و الإطار الأكثر ملائمة داخل أقاليم الدولة بما يتوافق و خصوصيات كل منطقة، فالسياسة التنموية الهادفة هي التي تقوم على أساس الانتقال من حالة الركود إلى حالة التقدم و تجعل من الجماعات المحلية البنية الأساسية في هرم الدولة و التعبير الواقعي عن سياستها و تعكس تدخلها العادل و المتوازن من جهة، و من جهة أخرى يفرض عليها هذا الوضع و من أجل تحقيق الحكامة الجيدة أن ينصهر جميع الفاعلين المحليين اعتمادا على مقاربة دينامية قائمة على الشراكة، الغاية منها خلق مناطق اقتصادية.
Abstract EN
This research paper aims to highlight the role of local governance in achieving and reinforcing independent local development, particularly through participatory mechanisms, in view of the decline in the role of the state, while local government is emerging as a level of good organization and the most appropriate framework within the state territory, in line with the specificities of each region.
It is the targeted development policy that is based on the transition from stagnation to progress and makes local communities the infrastructure of the state pyramid and the real expression of their policy and reflects their fair intervention.
