The world is currently living in an exceptional situation par excellence after the outbreak of the Coronavirus "COVID 19", and in order to preserve the health and safety of societies, most countries have declared a state of emergency or quarantine as a means to contain the virus by taking all urgent measures, and determining appropriate penal provisions to deter its spread, whether according to decrees, regulatory decisions, or just saws.

the imposition of protection and prevention measures against the spread of the Coronavirus has resulted in a quasi-disruption of public facilities, including the judiciary facility, as judicial work has stopped due to quarantine in order to prevent the spread of the epidemic, and because the right to litigate among the rights conferred on individuals had to be found alternatives to replace criminal lawsuits to fulfill their rights in the shortest time, in order to protect their legally established rights in light of the inability of citizens to go to the judicial authorities due to the imposition of quarantine.
