The participatory democracy is a mechanism adopted by the constitutional founder, as well as by the legislator, to enable the citizen, as well as professional and social organizations to contribute to decision-making related to citizen affairs in a way that allows the achievement of the objectives envisaged by the legislator itself.

the Algerian legislator has established the participation of citizen, associations and professional organizations in the development of urban plans, by first confirming their participation by administrative decision, then by presenting their suggestions concerning these plans, according to of their needs, within the framework of the provisions of the law.

this will allow the administration to include them later in the provisions of these plans, as they will be upon ratification by the competent authorities, binding on all.

and their contents cannot be disputed.

La démocratie participative est un mécanisme adopté par le Constituant, ainsi que par le législateur, afin de permettre au citoyen et 'aux organisations professionnelles et sociales de contribuer à la prise de décisions liées aux affaires citoyennes de façon à permette la réalisation des objectifs fixés par le législateur luimême.

Le législateur algérien a instauré la participation citoyenne des associations et des organisations professionnelles à l'élaboration des plans d'urbanisme, en confirmant, d'abord, leur participation par décision administrative, puis en présentant leurs suggestions concernant ces plans, en fonction de leurs besoins, dans le cadre des dispositions de la loi.

Ce qui permettra à l'administration de les inclure, ultérieurement, dans les dispositions de ses plans, telles qu'elles seront, lors de la ratification par les autorités compétentes, obligatoires pour tous et leurs contenus ne peuvent être contestés.
