From the Corona pandemic, as these measures were characterized by their binding administrative control nature with administrative and punitive sanctions, as they were characterized by their infringement of the rights and freedoms of citizens through total and partial stone, Therefore, the importance of this topic lies in the fact that it is one of the manifestations of administrative activity, whether at the central level or at the local level, as it leads to maintaining the security and safety of society, especially during the period of the spread of the Corona pandemic and the consequent health control measures that resulted in the complete and partial closure of some states.
