In the fifties oh the twentieth century and early sixties with the emergence, and prosperity of the behavioral revolution the concept of the general policy appeared, which has been considered since its emergence as one of the major concepts, and swept the field of political science this indicates the fundamental transformation from studying the authority or the legitimate authority or the political system, to study issues and general societal affairs adz their field which are represented by needs and demands issues and problems.

the concept of public policy heralded tremendous potential as seemed exceed many problems, raised in political science especially the focus of his subjects decision-making process, and those related to how different actors affect thus new studies focused on, (internal deficiencies, and external threats),he tried concerned scholars politics, public administration and meeting, to link the concept of public policy with it.
