Globalization and the development in developed societie led to the emergence of electronic management that existed for better performance, including simplifying procedures, getting rid of bureaucracy and reconcedering the citizen’s relationship whith the administration to provide services to him whenever he was.

Algeria, like many countries, is convinced of the enevitability of change and coping whith globalisation by moving from traditional management to electronic management to keep pace with the times and make changes to benifit from the achievements of technologies, save time, effort and establish trust between the citizen and government and integration.

faced with these initiatives that seek the success of electronic management, howenever, it is proceeding at a slow and stuttering pace due to some obstacles that prevent its proper implementation, including the lack of material financial and other human resources and the lack of training courses for employees, including the administration’s lack readiness for information security.
