This study also aims to change some of the prevailing stereotypical convictions that the state is the first and last responsible for finding solutions to emergency conditions in isolation from civil society, individuals and groups.

One of the most prominent recommendations of this study was to seek to raise awareness of a civil society that would enhance the values of citizenship and positive interaction with it.

These papers also focused on the need for the state to adopt a culture of participation and initiative, and to protect civil society with all its mechanisms from all that hinders its role and purpose.
