Arabic Abstract

تلجأ الحكومات الى مجموعة من الاجراءات و التدابير التي تعنى بالسياسة المالية و التي من شأنها ان ترفع من مستوى الدخل القومي، بهدف رفع المستوى المعيشي للسكان و زيادة نصيبهم من التعليم و الصحة و تخفيض حدة الفقر، و غيرها من متطلبات الحياة الاخرى التي تصب في تحقيق العدالة الاجتماعية و تحقيق التنمية الاجتماعية التي تعتبر ركن اساسي لتحقيق التنمية الاقتصادية في العراق.

يهدف البحث الى التعرف و توضيح دور السياسة المالية في بعض مؤشرات التعليم، و الصحة، و النمو الاقتصادي.

تكمن فرضية البحث بأن هناك دور ايجابي للسياسة المالية من خلال ادواتها في معالجة قطاع الصحة و التعليم عن طريق تأثيرها في وضع سياسات مناسبة ترفع من معدلات النمو الاقتصادي و تحد من التباين في توزيع الدخل.

أظهرت النتائج القياسية ان هناك اثر إيجابي لمتوسط نصيب الفرد من نفقات الصحة على متوسط نصيب الفرد من الناتج المحلي الإجمالي، و متوسط نصيب الفرد من نفقات التربية و التعليم، وكذلك وجود تأثير إيجابي للايرادات الضريبية و الايرادات الغير ضريبية على متوسط نصيب الفرد من الناتج المحلي الإجمالي.

و في ضوء ما سبق أوصى البحث بالاتي : اعادة هيكلة السياسة المالية للبلد في جانبي النفقات و الايرادات، كالأنفاق على القطاعات الاستثمارية المنتجة هذا من جانب النفقات اما جانب الايرادات فالتوصية كانت عدم الاعتماد على مصدر واحد للدخل كالإيراد النفطي.

English Abstract

Governments resort to a set of which are concerned with financial policy and that would raise the level of national income, with the aim of raising the standard of living of the population, increasing their share of education, health, and reducing poverty, and other other requirements of life that are aimed at achieving social justice and achieving social development Which is considered a cornerstone for achieving economic development in Iraq.

The research aims to identify and clarify the role of financial policy in some indicators of education, health, and economic growth.

The research hypothesis lies in the fact that there is a positive role for financial policy through its tools in addressing the health and education sector through its influence in setting appropriate policies that raise economic growth rates and reduce inequality in income distribution.

The research reached a set of conclusions, the most important of which are: Financial policy has a major role in achieving economic growth and supporting it by raising the rates of savings and investment on the one hand and optimizing resources on the other hand, in order to raise the health and educational level of individuals in a manner that develops their mental and physical energy.

The standard results showed that there is a positive effect between the average per capita health expenditure and the average per capita GDP.

The average per capita education expenditures with the average per capita education expenditures In light of the above, the research recommended the following: Restructuring the country's financial policy on both sides of expenditures and revenues, such as expenditures on productive investment sectors, this is on the side of expenditures, and the side of revenues, the recommendation was not to rely on a single source of income such as oil revenue.
