English Abstract
The current situation in post-war Syria requires a shift to the BOT to help rebuild Syria, especially that half of its infrastructure has been destroyed.
The aim of this research is to risk-management involved in BOT contracts, through a questionnaire designed for the specialist they have experience or little knowledge in BOT contracts from the staff of the Ministry of Tourism and the Ministry of Transport, engineering consulting company and contractors.
The research also relied on the risk ranking scale, from the most to the least important through analysis of the SPSS questionnaire, calculation of arithmetic mean, standard deviation and confidence criteria.
The results of the questionnaire showed that there are five axes of risks that may face build, operate and transfer contracts in Syria, ranging from high probability to low.
Based on the research hypothesis, it was found that there are four axes that have an impact on build, operate and transfer contracts with the exception for the natural and environmental risk axis that has no effect, because of the Syria is considered one of the geographical areas with few natural disasters.
Risks have been identified in 48 risks was divided into 5 categories that occurred between very high and very low, and they were the risks (Sudden changes to foreign currency exchange rates and its effect to the payback of project’s products advanced price, along with bank interests with mean 4.29), and the lowest is (The occurrence of volcanoes, earthquakes or floods in project site, which could negatively affect the sustainability of implementation or usage with mean2.02).
These risks were presented to the experts and specialists to determine the possibility of avoiding them In addition to the above the analysis frame work was done for risk management through evaluating, investigating, and justifying results to make decision makers more able to manage the risk and its impact on BOT contracts in Syria where taking into account the overall situation in Syria after a period of war and internal instability.
