Global and technical developments in the field of informatics have led to the emergence of modern ways of communicating and transmitting information's, the most prominent of which is the Internet, so that it has become an indispensable necessity in the lives of people as a way of expressing opinions and has been added to traditional ways of information and communication.

And in view of the special nature of these ways and their dynamism represented by the easy access to the network on the one hand, the simplicity of the process of entering and obtaining knowledge on the other hand, and finally the low fees of sending or receiving information over the network.

We find that it is not easy to find legal coverage of the new reality of the ways of communication, which cast a shadow over the legal system that organizes the right to express opinion and the rights derived from it.

The required legal regulation should be comprehensive and universal contrary to the legal regulation of traditional ways of Media that can be controlled from individuals, so the existence of modern technology ways and its rapid development can identify the basic features of legal regulation and judicial oversight over it.
