The shift to the concept of decentralization has become a necessity imposed by the modern and contemporary changes taking place in the world, where this shift was reflected in the reconsideration of the role of the state so that this role has expanded to include a number of axes within the state in the process of governance and management, so decentralization is considered an entry point and strategy for achieving local development as it reflects deeply and realistically the problems of underdevelopment and the aspirations and priorities of each region and community and contributes to the process of activating local possibilities.

Decentralization in the contemporary context means the spread of power between the various institutions of government, civil society institutions and the private sector, the sharing of power within society and the determination of the role and function of each level within the framework of the organization of the state's governing and management bodies, and therefore the reliance on expanding the participation of citizens in the process of managing their affairs, reducing the role of the state in production and direct management of its institutions for the benefit of decentralized institutions, giving the private sector and civil society institutions a major role in the process of local development and strengthening accountability Transparency to strengthen the local administrative system and shift towards political decentralization.
