Right to information is the most cardinal right available to citizens in a democratic country.

Right to information makes the democracy transparent and accountable.

This is the tool through which citizen of the country can keep watch over the governmental functionaries and make them accountable.

The Universal Declaration of Human Rights has mentioned for human rights established in 1948, which is considered the Constitution of Human Rights in Article (84) of which this right is early on, it stipulated the right of individuals to “receive, receive and disseminate news and ideas by any means whatsoever.

” without limitation of geographical boundaries.

The right to information is one of the components of access to a more rational judgment, the World Bank Declaration issued in 1992 regarding governance and development, where this right is one of the most important tools of openness, transparency and accountability for management, so we find that many countries have moved towards recognizing the right of individuals enjoy this right.

India and Iraq are democratic countries and knows the importance of right to information.

Accordingly both countries had provided right to information to their respective citizens.

Here attempt is made of a comparative study of the working of right to information as a tool towards transparent and accountable democracy in India and Iraq.
