The parliamentary political regime is based on the duality of executive authority, consisting of the head of state and the prime minister, and the head of state in this system is politically irresponsible and the prime minister takes the political responsibility in front of the parliament.
Thus, the adjacent signature rule has been appeared to transfer the responsibility from the Head of the State to the Council of Ministers (the Prime Minister or the specialized Minister).
Consequently, all decisions of the Head of State are subjected to the adjacent signature rule.
But this rule differs according to the constitutional regimes that is established.
Under the traditional parliamentary regimes such as England, the signing of the decision by the Head of State is merely a form and has no right to refuse to sign, while there are some parliamentary regimes that give the Head of State effective and influential competencies
