This research aims to find out what is meant by the verses of rulings and when it is permissible to spend the word of the verse from its apparent meaning and what is the rule for its disbursement from this apparent and how the fundamentalist jurist and interpreter works in clarifying what is meant by the verses whose apparent meaning is not intended, which indicates the breadth of Islamic sharia and the abundance of its texts on the definitive ones, such as the Qur'anic verses the proof of it is definitive, but it is not all definitive in its significance, which indicates the importance of understanding the verses of the rulings, and that some of them are apparent in their meaning and significance, and that some of them are apparently not intended.
