One of the generators of the technological revolution in the financial field is the electronic payment system, which accompanied electronic commerce and contributed to its strengthening through modern means and systems accompanying this type of trade exchange.

on the other hand, infrastructures that allow the transition from the paper-based payment system to the electronic one, our research paper aims to study the developments of the electronic payment system in Algeria from the legislative and applied point of view in light of the completion of the electronic Algeria project and how the COVID crisis was a trigger for the recovery of electronic payment and digitization in general, it was found through the study is a legislative lack of regulation of electronic payment despite legislative developments and how the COVID crisis has clearly contributed to the activation of the electronic payment application by the initiator and the Algerian merchant, even in a relative manner
