English Abstract

The phenomenon of the emigration of competencies, qualified cadres and skilled hands has become one of the most important human phenomena in our time, and it is considered as a global market that includes all levels of competencies, but the real competition revolves around people with high competencies.

The phenomenon of brain drain has become one of the sensitive and closed phenomena that have become clear, paving the way for the countries of the Arab world in general, and Iraq in particular, because of its direct effects on the national economy and social and cultural aspects.

The essence of the problem is manifested in the desire of qualified people to work in developing countries to escape the problems, social and security pressures and political instability faced by this important segment of society.

This means wasting the efforts and material resources that Iraq has allocated to them in order to turn into competencies that are now at the service of the foreign countries immigrating to them, which led to the development in the industrial, technological, cultural and modern communications worlds in the world to the developed countries using multiple means and methods to attract talent through Presenting and presenting material and non-material temptations in order to migrate, stay and work for it.

On the other hand, countries, including Iraq, have lost their experience, so it is necessary to study the problem of the return of Iraqi competencies by all concerned, as individuals and officials at the legislative and executive levels, and as institutions affected by this phenomenon through its scientific, economic, social and political dimensions, and what are the real reasons behind it, and to identify the main problems that Facing the return of competencies and what are the solutions and proposals to this problem.
